Patricia K. Reed, MA, NP, APRN, BC
Nurse Practitioner of the Year 2011
The Capital Chapter, NPA announces that Patricia Reed NP is being honored as the 2011 Nurse Practitioner of the Year. She received this award for excellence in service to the Capital Chapter, Nurse Practitioner Association and community education on universal health care. She has been an active member of the NPA since 1990 and served as a key volunteer on the Practice Issues Committee. She developed and implemented a website for the Capital Chapter, NPA and serves as its coordinator.
Patricia Reed is a graduate of Columbia University, Teachers College with a Masters degree in nursing. She completed a post masters program at SUNY Binghamton as a nurse practitioner specializing in gerontology. She received a bachelor’s degree in nursing from Hunter College-Bellevue School of Nursing, NYC and graduated from Providence Hospital School of Nursing in Michigan.
Ms. Reed has a broad base of experience in clinical practice, hospital administration, nursing education, home care and primary care. She worked as a Nurse Practitioner at Stratton VAMC in the home-based and community primary care programs. She received the Secretary’s Hands and Heart Award from the Department of Veterans Affairs, which recognizes excellence and care in practice. She also was Vice President and Executive Director for Nursing at Albany Medical Center and implemented AMC/Regents College Project L.E.A.R.N.- BSN program. This was the only non-traditional BSN education program for working nurses in New York.
Her professional contributions include the member of: Board of Directors of the VNA of Albany, Rensselaer and Saratoga Counties; Hudson Valley Community College, Nursing Advisory Board and Advisory Council on Occupational Education in Albany School district.
She has been lecturer, instructor and presenter for multiple professional practices and health topics for healthcare professionals, community emergency responders and the public. She has practiced in Michigan, New York City and New Jersey.
Ms. Reed is a community activist for social justice issues and committed to Universal Health Care- Single Payer as the solution to the health care crisis. Privately provided, publicly funded universal health care provides comprehensive health care for the nation. She received the Carrie Chapman Catt Award for outstanding service to the League of Women Voters in Saratoga County.
Dr. Keith Edwards

In 30 years of Multiple Sclerosis research, evaluation and treatment, Dr. Keith Edwards has seen remarkable strides in efforts to find the cause of and cure for the disease. More remarkable, he says, are the strides made by individual patients.
“My patients are my heroes. Each day my patients do battle with the disease, and each day my patients are winning that battle,” Edwards said.
Multiple Sclerosis, an autoimmune disease, is a chronic neurological disorder of the central nervous system. The main target of this immune attack is the myelin covering over the axions (part of the neuron or nerve cells), that are used to transmit information to other nerve cells. Neurological signs typical of Multiple Sclerosis occur when there is a breakdown of myelin. There is no known cure for MS.
Edwards has been involved in research in neurotransmitters sponsored by the NIH (National Institutes of Health), National MS Society grants in genetic research, individual research grants in cognitive disorders associated with MS and multicenter treatment trials. Recently, he was awarded a research grant for CSF evaluation in the field of neuroregeneration.
In 2008, Edwards and an experienced staff that has worked with him an average of 10 years, were instrumental in the creation of the MS Center of Northeastern New York. Dr. William Goodman, a neuro-psychologist with special interest and knowledge in cognitive and emotional problems associated with MS, is an important part of the MS Center in patient and family support and in the care and evaluation of MS patients.
“We worked to create the Center so people with MS will have access to the most up-to-date treatments available,” Edwards said. “So much research is under way, and so many new therapies are under development. The MS Center of Northeastern New York is the gateway for people living with MS to receive those therapies.” In May 2011, The National MS Society of Upstate New York Chapter announced that The MS Center of Northeastern New York is the first clinic in the area to have met the new, more stringent guidelines for MS clinics to be officially affiliated with the National MS Society.

David E. Hart, MD

David Hart, MD is a board-certified neurologist with many years of experience as an Alzheimer’s Disease researcher at Upstate Clinical Research. He has served as the principal investigator for more than 20 phase II and III clinical trials.
Dr. Hart received his medical degree from New Jersey Medical School in 1987. He then pursued an internship in internal medicine and a residency in neurology at the University of Maryland Hospital. In the last year of his neurology residency, he was selected Chief Resident. In 1991 he was awarded a fellowship in clinical neuroepidemiology from the National Institutes of Health and in 1992, a fellowship in EMG/neuromuscular diseases from the University of Maryland Hospital.
Dr. Hart has been a member of the faculty at Albany Medical College since 1993, where he serves as clinical assistant professor of neurology. He is certified by the American Board of Psychiatry and Neurology (ABPN) in Neurology with added qualifications in Clinical Neurophysiology. He is also a member of the following societies:

Rossella Cavaliere (Director, MS Care Center) and Harriet Kang (Pediatric Epileptologist) in providing expert neurological care. Dr. Calder received his medical degree, MBChB and PhD from the University of Otago in New Zealand. He completed his residency in neurology at Strong Memorial Hospital in Rochester, NY. Jerome DO. Chao, MD, FACS

Board-certified plastic surgeon Dr. Jerome D. Chao, created Certified Plastic Surgery of New York, PLLC in order to do one thing – provide the best, personal care a plastic surgery practice can. Dr. Chao grew up in New York and graduated Magna Cum Laude from Harvard University. He continued to excel in medical school at Columbia University in New York City, receiving his medical degree in 1995, after which he was accepted into the extremely competitive general and plastic surgery integrated seven year residency program at Northwestern Memorial Hospital in Chicago.
Over the years, Dr. Chao’s practice has gained in reputation and stature. In fact, in 2006, he was recruited as the sole full-time academic plastic surgeon at Albany Medical Center. He then served as Chief of the Division of Plastic Surgery at Albany Medical Center until June 2010. The Division now boasts several full and part-time plastic surgeons and recently successfully completed a national search for a permanent replacement for Dr. Chao.
Although he is trained in all aspects of plastic surgery, he is an expert in performing “tummy tuck” procedures. He now limits his aesthetic practice to breast augmentation, liposuction and tummy tuck and also performs Neograft “scarless” hair transplantation.
